Haryana Chief Minister, Nayab Singh Saini said that the government has implemented several new initiatives to make the procurement system in the state more transparent, secure, and farmer-friendly. These initiatives will enhance transparency, curb unauthorized activities, and provide convenient and faster services to farmers.
Nayab Singh Saini was reviewing the wheat procurement process at the Babain grain market in Kurukshetra on Saturday. Later he also interacted with farmers about various aspects, including bringing wheat to the market, selling the crop, and receiving payments. The farmers praised the state government and said they faced no difficulties.
The Chief Minister honored farmer Dharamchand, a resident of Hamidpur, who sold wheat in front of him, by presenting him with a shawl.
Earlier, upon arrival at the Babain grain market, Chief Minister and Vice-President, Haryana State Child Welfare Council, Smt. Suman Saini received a warm welcome.
The Chief Minister said that the government has mandated a three-tier crop verification system. This system ensures that the crops brought to procurement centers match the crops registered by farmers. This is making the crop verification process more accurate and reliable, he said.
The Chief Minister further said that the government is successfully conducting procurement operations with complete transparency, accountability, and order. The state government is fully committed to the interests of farmers and will ensure the purchase of every single grain of their crops, he said.
Nayab Singh Saini said that the government has implemented comprehensive reforms in the procurement system and appointed nodal officers in each market. Senior officers have been assigned the responsibility of regularly monitoring the district markets, and Deputy Commissioners have been appointed in charge of the procurement system at the district level. Ministers and MLAs are also regularly visiting the markets to review the arrangements so that farmers do not face any inconvenience, he said.

Citizen-Centric Healthcare Push: Haryana Mandates Clean, Functional, and Fully Equipped Hospitals Across State
Additional Chief Secretary, Health and Family Welfare, Dr. Sumita Misra has ordered a comprehensive revamp of all government hospitals in Haryana issuing directives that reach every level of the health system, from district hospitals to the last primary health centre in the remotest corner of the state. The message is unambiguous: strict compliance and time-bound improvements are mandatory, not optional.
In a letter issued to all Deputy Commissioners, Civil Surgeons, Directors of Government Medical Colleges, and Sub-Divisional Magistrates, Dr. Misra has drawn a clear line negligence, delay, or foot-dragging will invite immediate administrative action, with personal accountability fixed on the officers concerned.
As part of the reform initiative, a week-long cleanliness campaign will be launched across all government hospitals from April 13. Authorities have been directed to ensure intensive sanitation of hospital premises, including wards, corridors, parks, and surrounding areas, along with proper biomedical waste management. To ensure transparency and monitoring, officers must submit photographic evidence of cleanliness activities to designated authorities, reinforcing a system of real-time accountability.
In a move to enhance professionalism and patient confidence, all hospital staff—medical, paramedical, and administrative have been directed to wear prescribed uniforms and prominently display identification and designation while on duty. This step is expected to improve patient interaction and institutional discipline.
The government has placed strong emphasis on improving patient experience. Hospitals must ensure availability of essential amenities such as clean toilets, safe drinking water, hygienic bedding, and adequate seating arrangements for patients and attendants.
Further, institutions have been directed to streamline patient flow through effective queue management systems. Additional registration counters and help desks are to be set up wherever required to reduce waiting times and ease congestion.
All hospitals have been directed to ensure seamless functioning of Ayushman Bharat help desks so that eligible beneficiaries receive timely assistance without procedural delays. Simultaneously, ambulance services must remain fully operational round the clock, with the government adopting a zero-tolerance approach towards any disruption in emergency response.
Recognizing the importance of maternal and child health, the government has directed hospitals to upgrade maternity and paediatric wards. Facilities are encouraged to create a more welcoming and stress-free environment through repainting with soothing colours and installing child-friendly artwork, in collaboration with local institutions.
With rising temperatures, hospitals have been asked to ensure uninterrupted supply of clean and cool drinking water for patients and visitors. Authorities have also been encouraged to seek support from NGOs and charitable organizations for additional cooling arrangements and mosquito control measures to safeguard public health.
To improve accessibility and navigation within hospital premises, clear and visible signage must be installed across all facilities. Additionally, all scrap materials, condemned vehicles, and unused equipment must be removed immediately in line with government norms to create a cleaner and safer environment.
In a major push for timely medical intervention, all diagnostic and laboratory services—including critical units such as cath labs—have been directed to function 24×7, ensuring that patients receive prompt and uninterrupted care. To enforce compliance, Deputy Commissioners and Sub-Divisional Magistrates have been instructed to personally inspect hospitals within their jurisdictions within five days. These inspections will cover cleanliness, infrastructure, and service delivery, with photographic reports to be submitted for review.

Haryana Chief Minister, Nayab Singh Saini on Saturday said the government is committed to making the state ‘Shikshit, Swasth, Surakshit aur Swavalambi’ (educated, healthy, safe and self-reliant) by following the teachings of Mahatma Jyotiba Phule. He said Phule’s life and ideas serve as a guiding force and emphasised the need to build a society based on equality, justice and brotherhood by following his path.
The Chief Minister was addressing a function in Babain, Kurukshetra, organised by Saini Sabha, Kurukshetra, on the occasion of Mahatma Jyotiba Phule Jayanti and the foundation stone-laying ceremony of the Savitribai Jyotiba Phule Group of Institutions. Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana was also present.
During the function, the Chief Minister accepted the demand placed by the institution to open a Savitribai Jyotiba Phule College of Nursing and announced a grant of Rs. 51 lakh from his discretionary fund. He also announced that the Mathana–Babain road will be widened to 7 metres at a cost of Rs. 13.38 crore for public convenience. The organiser of the programme and president, Saini Sabha Kurukshetra, Gurnam Singh Saini, also submitted a memorandum of demands, which the Chief Minister assured would be fulfilled.
Meanwhile, Shyam Singh Rana also announced Rs. 11 lakh each on behalf of himself and Cabinet Minister, Sh. Krishan Kumar Bedi for the institution.
Addressing the gathering, Nayab Singh Saini said it was a matter of great pride and honour to celebrate the birth anniversary of a personality who gave a new direction to India’s social history through his thoughts, struggles and actions. On this sacred occasion, I pay my respectful tributes to Mahatma Jyotiba Phule, he said.
The Chief Minister said that such state-level functions provide an opportunity to revive the resolve of social awakening, education and equality, which Phule made the purpose of his life. To disseminate the messages of such great saints and personalities to the younger generation, the government celebrates their birth anniversaries at the state level under the ‘Sant-Mahapurush Vichar Prasar Evam Samman Yojana’.
The Chief Minister said the foundation stone of the Mahatma Jyotiba Phule Group of Institutions has also been laid. He said the institution would prove to be an important step towards realising Phule’s dream of empowering society through education, adding that students graduating from it would become responsible citizens and contribute to nation-building. He also appreciated the continuous efforts of the Saini Shiksha Samiti for the upliftment of society.
Nayab Singh Saini said Mahatma Jyotiba Phule’s life was like a revolution at a time when the country was under British rule and society was marked by several evils, orthodox practices and superstitions. He said Phule identified these evils and strongly opposed them. The voice he raised against child marriage, untouchability, caste discrimination and the lack of women’s education was no less than a bold social revolution.
Nayab Singh Saini further said that through his actions, Mahatma Jyotiba Phule demonstrated that change in society does not come through ideas alone, but through courage and sustained effort. Mahatma Jyotiba Phule’s greatest strength was his unwavering belief in education he said.
The Chief Minister said that Mahatma Jyotiba Phule believed that if society was to be transformed, the light of education must reach every household. It was for this reason that he, along with his wife Savitribai Phule, established the country’s first girls’ school in Pune — not merely an educational institution, but a lamp lit against the social darkness of that time, said Sh. Nayab Singh Saini.
The Chief Minister said that today, as campaigns such as Beti Bachao, Beti Padhao are being advanced under the leadership of Prime Minister, Narendra Modi, they represent an extension of Phule’s ideas.
Glorious history of the Saini community
The Chief Minister said the Saini community has a glorious history and has always regarded hard work, honesty and service as its core values. He said the community’s contribution in agriculture, horticulture and social service has been unparalleled. Personalities such as Mahatma Jyotiba Phule and Savitribai Phule, he said, are the community’s heritage, having provided direction to the entire country.
He also referred to Sant Shri Likhmidas, General Gulab Chand Saini of Ballabhgarh, social reformer Babu Jagdev Prasad Kushwaha of Bihar, hockey legend Major Dhyan Chand Kushwaha, and Padma Shri Nek Chand Saini, creator of the Rock Garden in Chandigarh, as eminent personalities from the community. He added that the Saini community also made a significant contribution to the freedom movement, mentioning Azad Hind Fauj soldiers Sardar Mehnga Singh Saini, Ajit Singh Saini and Hari Singh Saini. He said this tradition continues even today.
PM Modi working in line with Phule’s vision
The Chief Minister said that Mahatma Phule did not limit his work to education alone, but raised his voice for every section of society that faced exploitation and injustice. He said Phule’s ideas remain highly relevant even in 21st-century India.
He said that under the leadership of Prime Minister, Narendra Modi, the country is progressing with the mantra of Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas, which reflects the inclusive vision whose foundation was laid by Phule. Government schemes, whether related to housing for the poor, healthcare facilities or cleanliness drives, aim to ensure that the benefits of development reach the last person. In line with this objective, the Haryana government has taken several decisions in public interest, said Sh. Nayab Singh Saini.
The Chief Minister said that during the Assembly elections, 217 Sankalps were made. One year after the formation of the government, 62 have been fulfilled, while work on 157 is progressing at a fast pace. He said the government has increased the creamy layer income limit for backward classes from Rs. 6 lakh to Rs. 8 lakh annually. Similarly, LPG cylinders are being provided to poor women at Rs. 500, under which Rs. 250 crore has already been disbursed as subsidy. He added that the government has also worked for farmers and crops are being procured at MSP in the state.
Nayab Singh Saini said reservation has been provided to Backward Class-B in Panchayati Raj institutions and urban local bodies. In addition, financial assistance of Rs. 51,000 is provided by the government for the marriage of daughters of BPL families. He said education is the medium through which people from backward classes can be empowered, and therefore 27 percent reservation has been implemented in educational institutions and jobs. He added that children of backward class families are provided loans of up to Rs. 15 lakh for studies in India and up to Rs. 20 lakh for studies abroad at 4 percent annual interest.
Scholarships and welfare measures
The Chief Minister shared that under the Pre-Matric Scholarship Scheme, students of Classes 9 and 10 from other backward classes with annual family income up to Rs. 2.5 lakh are given Rs. 4,000 per year as educational allowance.
Furthermore under the Post-Matric Scholarship Scheme, students from backward classes are given a monthly scholarship ranging from Rs. 160 to Rs. 750. In addition, all non-refundable fees are reimbursed. Under the Dr. Ambedkar Sanshodhit Medhavi Chhattar Sansodhit Yojna students from backward classes are provided scholarships of up to Rs. 8,000 annually for higher education.
Expansion of Lado Lakshmi scheme
The Chief Minister said that students from families with annual income up to Rs. 1.8 lakh are provided free education up to Class 12, along with free books, uniforms and writing material. Daughters from such families are also provided free education at the college and university level, he said.
To provide healthcare facilities to poor families, the Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana is being implemented, under which free treatment up to Rs. 5 lakh per year is provided.
He said the government has launched the Deen Dayal Lado Lakshmi scheme for the social and economic upliftment of women, under which financial assistance of Rs. 2,100 per month is being provided. Under the scheme, Rs. 1,038 crore has been disbursed to 10 lakh women in six instalments. He said a budget provision of Rs. 6,500 crore has been made and the scope of the scheme will soon be expanded to families with annual income up to Rs. 1.8 lakh.
Focus on skill development
The Chief Minister said the government has placed special emphasis on skill development. So far, 1.56 lakh youth in the state have been provided skill training. Through training programmes, youth are being imparted technical skills.
Under the PM Vishwakarma scheme, promoting skilled artisans is among the government’s priorities. Under the scheme, 30,555 artisans in the state have so far been provided skill training and loans amounting to more than Rs. 50 crore have also been given to help them start their own businesses.
Government following Phule’s path- Cabinet Minister
Addressing the function, Agriculture and Farmers’ Welfare Minister, Shyam Singh Rana said the present government is following the path shown by Mahatma Jyotiba Phule. He said Prime Minister, Narendra Modi launched the Beti Bachao, Beti Padhao campaign in line with Phule’s teachings. He added that Phule had said that a person is incomplete without education. The foundation stone of the Savitribai Jyotiba Phule Group of Institutions, he said, is an important step towards realising that vision.
Vice-Chairperson, Haryana State Council for Child Welfare, Suman Saini, former MPs, Gurdial Saini, Kailasho Saini, former minister, Balbir Saini, former MLAs, Dr Pawan Saini, Bishan Singh Saini and a large number of other dignitaries also remianed persnet on this occasion.

His life reflects that no matter how many difficulties arise, one must continue to strive for knowledge through hard work in order to find solutions.
The Cabinet Minister emphasized that Phule believed knowledge is not the property of any one class but a power that should be shared among all. He advocated opening schools for girls and the underprivileged at a time when a large section of society was deprived of education.
The Minister added that Prime Minister, Narendra Modi has been implementing his vision of education and women empowerment in the country over the past 11 years. Today, through the National Education Policy, the Central and State BJP governments are creating a system that encourages youth to ask questions, learn new things, and engage in research. The life of Mahatma Jyotirao Phule continues to inspire society, conveying that only by following the path of education, equality, and social justice can the nation be made strong and prosperous, said Dr. Arvind Sharma.

Haryana Chief Minister Nayab Singh Saini urged industrialists and investors to tap investment opportunities in the State’s fast-growing food processing sector, expanding logistics ecosystem in the National Capital Region (NCR, the upcoming Electric Vehicle (EV) Park and other areas in the state.
Addressing entrepreneurs and industrialists from 12 countries and 27 states at the TiECon Chandigarh Summit 2026, the Chief Minister said the present State Government has created a highly favorable industrial environment where investors gain confidence and entrepreneurs find abundant opportunities. He said that the government is continuously simplifying procedures to promote ease of doing business and ease of living, with a strong focus on digital governance, transparency, and accountability.
Highlighting sectoral growth, Nayab Singh Saini stated that the food processing industry is expanding rapidly across the country and in Haryana, with around 28,000 units already established. However, he noted that immense untapped potential still exists in this sector. Referring to logistics, he shared that Haryana ranks third nationally and first in North India, with nearly 57% of its geographical area falling within the NCR, which is being developed as a major logistics hub. He also encouraged investments in the EV sector, supported by a progressive policy offering multiple incentives and facilities.
The Chief Minister said India is transitioning from a consumption-driven economy to a production- and innovation-led economy. Haryana has played a significant role in this transformation. Once known primarily for agriculture and traditional industries, the State has now emerged as a hub of innovation, startups, and technological advancement, he added.
He said that under the Haryana Startup Policy, the government is providing financial assistance, mentorship, infrastructure, and market access to young entrepreneurs. Cities such as Gurugram, Faridabad, Panchkula, and Hisar are fast emerging as startup hubs, particularly in sectors like IT, agri-tech, fintech, health-tech, and manufacturing. He said that Haryana is currently the 7th largest state in terms of the number of startups, with over 9,500 recognized startups, nearly 50% of which are women-led. The State aims to increase women’s participation in startups to 60% in the next phase.
Nayab Singh Saini further highlighted Haryana’s strategic advantage, with 14 districts and around 57% of its area falling within the NCR, and nearly 66% lying in the influence zone of the Delhi-Mumbai Industrial Corridor. The State offers excellent connectivity through air, rail, and road networks and is a major contributor to India’s exports, achieving exports worth Rs 2.75 lakh crore in 2023–24.
He also elaborated on key policy initiatives, including the Integrated Mini Food Park Scheme, which offers a capital investment subsidy of 50% of the project cost (up to Rs 10 crore) in C and D category blocks. Significant concessions in stamp duty are provided for the purchase or lease of land in industrial estates and parks developed by HSIIDC and private investors. These include 100% exemption in D category blocks, 75% in C category blocks, and 50% in A and B category blocks.
To further facilitate investors, the Haryana Enterprise Promotion Center has introduced a single-roof clearance system, offering more than 230 services through a unified online portal. Additionally, over 1,100 compliances across 48 departments have been rationalized to reduce the regulatory burden.
The Chief Minister informed that major infrastructure projects are underway, including an Electronics Manufacturing Cluster at IMT Sohna spread over 500 acres, an integrated multi-modal logistics hub at Narnaul, and an integrated manufacturing cluster at Hisar. Furthermore, 10 new Industrial Model Townships are being developed across the State by HSIIDC on the lines of IMT Manesar.
Emphasizing the importance of indigenous innovation in a rapidly changing global landscape, he said that developing homegrown solutions will not only make India self-reliant but also position it as a global leader. He added that technology has removed geographical barriers, enabling even rural youth to access global markets.
Reaffirming the government’s commitment, the Chief Minister assured full support to investors and entrepreneurs in terms of guidance, resources, and policy backing to help transform their ideas into successful ventures. He also given TiEcon Chandigarh Award 2026 on this occasion.

Commissioner and Secretary, Industries, Dr. Amit Kumar Agrawal said that Haryana has emerged as a leading global hub for IT and IT-enabled services (IT/ITeS). He highlighted that a strong industrial and innovation ecosystem is being developed in the State under the guidance of Chief Minister Sh. Nayab Singh Saini, and expressed hope that the next generation of unicorn founders from Haryana would emerge from such platforms and summits.
Providing an overview of India’s startup ecosystem, he said that a vibrant culture of innovation and entrepreneurship has taken root across the country. Haryana, he added, is home to a thriving startup and research & development ecosystem, supported by progressive policies and robust infrastructure.
Dr. Agrawal said that the State Government is committed to nurturing entrepreneurial spirit from an early age. Our aim is to instill a mindset among school-going children to become job creators rather than job seekers, he said.
He also informed that a new Industrial Estate (IE) is being developed at Barwala over more than 550 acres with mixed land use. Inviting industrialists and investors, he urged them to explore investment opportunities in this upcoming project and be part of Haryana’s growth story.
