Canada Announces Significant Immigration Reforms for International Students & Foreign Workers

On September 18, 2024, Marc Miller, Canada’s Minister of Immigration, Refugees, and Citizenship, announced major changes to manage the increasing number of temporary residents, including international students and foreign workers. These reforms aim to balance immigration with the sustainability of Canada’s workforce and economy.

Key changes include:

  1. Reduction in Study Permits (2025): Starting in 2025, Canada will cut study permits by 10%, reducing the target from 485,000 in 2024 to 437,000.
  2. Post-Graduation Work Permit (PGWP) Updates: From November 2024, new language proficiency standards will be introduced, requiring a CLB level 7 for university graduates and a CLB level 5 for college graduates. Additionally, PGWP eligibility will focus on fields experiencing long-term labor shortages.
  3. Work Permit Restrictions for Spouses: New rules will limit work permits for spouses of international students and foreign workers, tightening the eligibility criteria.

These reforms aim to maintain the integrity of Canada’s immigration system while addressing labor market demands and prioritizing Canadian workers.
